The rules used for this calculation

The basis is Regulation (EC) No 1072/2009 as amended by Mobility Package I. Cabotage is transport within a foreign member state — permitted, but limited in time and number:

What is often overlooked

The cooling-off is tied to the vehicle, not to the company. For four days this vehicle may not carry out cabotage in this state — another vehicle of the same company may well do so. Anyone who only looks at the company plans past the block.

One operation is one operation, even with several stops. Several loading points or several unloading points in the same order together count as one cabotage operation. Anyone who counts every stop separately gives away half the window.

The same legal basis does not apply everywhere in Europe. The regulation applies directly in all EU states and, through the EEA agreement, in Norway, Iceland and Liechtenstein as well — there this calculator is correct. Switzerland is not among them: there cabotage by foreign hauliers is prohibited in principle; three operations in seven days do not exist. In the United Kingdom the Trade and Cooperation Agreement has applied since withdrawal, with its own, narrower limits. For Türkiye and the Western Balkans, bilateral agreements and permits are what count.

The burden of proof lies with the haulier. In a roadside check what counts is what can be documented: the incoming international load and every single cabotage operation. Without documents the operation is treated as not permitted in case of doubt — regardless of how cleanly it was calculated.

What this calculator does not cover: national special rules and transitional periods of individual member states, combined transport, the posting directive including the notification duty, and the vehicle's obligation to return every eight weeks. For counting the operations and the deadlines the calculation is complete; for the question of whether the deployment is permissible overall it is not.
