Leave empty what has not been driven yet. One operation may have several loading and unloading points — that remains one operation.
The rules used for this calculation
The basis is Regulation (EC) No 1072/2009 as amended by Mobility Package I. Cabotage is transport within a foreign member state — permitted, but limited in time and number:
| Figure | Rule |
|---|---|
| After an international load | up to 3 cabotage operations in 7 days |
| Entered empty | 1 operation per member state in 3 days, within the same 7 days |
| Start of the deadline | last unloading of the incoming international load |
| Cooling-off since 21.02.2022 | 4 days without cabotage using the same vehicle in the same state |
Still open = permitted operations − already driven
Cooling-off = last cabotage unloading + 4 days
Free again = end of cooling-off + 1 day
What is often overlooked
The cooling-off is tied to the vehicle, not to the company. For four days this vehicle may not carry out cabotage in this state — another vehicle of the same company may well do so. Anyone who only looks at the company plans past the block.
One operation is one operation, even with several stops. Several loading points or several unloading points in the same order together count as one cabotage operation. Anyone who counts every stop separately gives away half the window.
The same legal basis does not apply everywhere in Europe. The regulation applies directly in all EU states and, through the EEA agreement, in Norway, Iceland and Liechtenstein as well — there this calculator is correct. Switzerland is not among them: there cabotage by foreign hauliers is prohibited in principle; three operations in seven days do not exist. In the United Kingdom the Trade and Cooperation Agreement has applied since withdrawal, with its own, narrower limits. For Türkiye and the Western Balkans, bilateral agreements and permits are what count.
The burden of proof lies with the haulier. In a roadside check what counts is what can be documented: the incoming international load and every single cabotage operation. Without documents the operation is treated as not permitted in case of doubt — regardless of how cleanly it was calculated.
Tento nástroj je praktická výpočtová pomôcka a nie je právne poradenstvo. The regulation and the rules of the respective member state are what count. The calculation runs entirely in the browser; no input is transmitted.
Not recalculating one vehicle, but overlooking none
The free calculator answers the question for one vehicle when someone asks it. The Pro version asks it itself — for the whole fleet, before awarding: deadlines and cooling-off periods per registration number from telematics, a warning instead of a finding. This function is výhradne na požiadanie a po schválení poskytnuté.
- Deadlines and cooling-off periods per vehicle from telematics and trip data
- A warning before awarding instead of a finding at the roadside check
- Evidence file per operation: incoming load and every cabotage run
- Posting notification and return obligation in the same pass
- Analysis by country, customer and period
- Handover to route planning and the driving time calculator
